TNC 426 machine with manual tool change problem

Hello, I have a problem with the UNION bft machine with manual tool change. The machine during the program or in MDI mode when I want to change the tool after calling the tool call stops without starting the manual mode. Error 40 appears, which indicates that the tool has to be replaced. None of the buttons work, I can't enter manual mode to change the tool.
I played around with the parameters. When I set MP 7480 for tool call and tool def to 0, the machine changes the tool in the control during the program but does not stop until the actual tool change in the spindle, even though I set parameter 7440 to 0 after calling the function.
The manual stop cycle button works when MP 7480 are set to 0 and then the machine goes into manual mode where I can change the tool during, for example, movement from z +300 before tool call.
The machine does not have the M06 code programmed. I have no idea how to solve this problem and what is its cause.
A machine without a tool in the spindle in MDI programming mode or an automatic program shows error 39, which says that there is no tool in the spindle .
I doubt it's MP's fault, I uploaded the original backup of system files and it didn't help. The machine is new in the workshop and is being put into operation. Where to look for the cause?
