The drives for these are generally 3 phase 200v SCR full wave bridge, so the resultant maximum DC at this value will be around 150VDC.
Other figures can be obtained empirically by simple tests.
If a 1ft arm is attached to the shaft with a spring scale on the end, a gradual increase in DC voltage to the armature will give a meaningfull reading on the scale, If the current is measured, then the Kt (torque/amp constant) is obtained.
Ke can be considered equal to Kt.
Other reading like reading the current with a locked rotor with a small voltage will allow the Armature resistance to be obtained by monitoring current and voltage, less about .5v drop for brush resistance, do not use a resistance meter.
For inertia, you will have to calculate approximately from armature mass.
If a significant DC voltage is supplied to the armature and the RPM and voltage is recorded, the rpm/volt can be obtained by extrapolation.
I believe the maximum RPM for these motors is around 2000rpm.
